Eastern
Environmental Services is a full service environmental consulting
firm specializing in all phases of environmental site assessments,
storage tank testing/closure, soil and groundwater investigations,
asbestos and lead surveys, and remediation.
A
standard component of all commercial/industrial real estate
transactions is the Phase I Environmental Site Assessment
(ESA). The Phase I ESA is designed to protect the buyer
and/or lender from environmental liability and typically
consists of four components: records review, site reconnaissance,
interviews, and report preparation. Historically thought
of as the deal breaker, ESAs, when conducted
thoroughly and swiftly, can actually expedite the closing
and minimize future environmental complications.
The contacts we maintain at the local regulatory agencies
(Town Building and Fire Departments, County Health Departments,
and New York State Department of Environmental Conservation)
have proven invaluable in accessing records promptly. Should
environmental concerns be identified, Eastern Environmental
Services qualifications and experience enhances our
proficiency in alleviating such concerns.
Eastern
Environmental Services is currently included on North Fork
Bank and State Bank of Long Islands lists of qualified
environmental consultants and has prepared Phase I ESAs
utilized by Greenpoint Savings Bank, Suffolk County National
Bank, and First Hudson Valley National Banks commercial
lending divisions. Most brokers are under the impression
that to be considered to perform a Phase I ESA, the consultant
must be included on a banks list of qualified contractors.
Though, the banks do offer their list to borrowers for guidance,
it has been my experience that most banks will accept a
Phase I ESA, provided it is prepared in accordance with
the American Society for Testing and Materials (ASTM) Standard
by a qualified environmental professional. Eastern Environmental
Services will contact the lender and forward our qualifications
and experience, Certificate of Liability Insurance, and,
if necessary, a sample report for their review and approval.

the Long Island Commercial/Industrial Real Estate community.
